26 June 2007 - Refurbishment is not an option
The Rowner Renewal Partnership - English Partnerships, Gosport Borough Council, Hampshire County Council, Portsmouth Housing Association (PHA) and Taylor Woodrow – has written to all residents in Rowner updating them on their progress, outlining the outcomes of their research and informing them of their plans for community consultation throughout the summer.
In May the Partnership appointed consultants for architecture, environmental impact, retail, planning, landscape and transport issues. In addition a team of lawyers have been researching various scenarios for the Partnership and the launch day is fast approaching to unveil the Partnership proposals for the estate. Here the residents of Rowner will have the fullest of opportunities to meet with all concerned to shape the future of their neighbourhood..
What is now is clear is that refurbishment is not an option for the Partnership.
John Butler, spokesperson for the Partnership explains:
“Our aim is to provide a quality urban environment that is fit for 21st century living. To achieve a long-term solution, for future generations, we believe the refurbishment of outdated buildings, facilities and open spaces will not provide the high quality, environmentally sustainable homes and facilities that the community needs. Redevelopment, at this stage, is likely to mainly focus on the blocks of flats and shops of the precinct and surrounding area.
“Of course, any demolition of existing areas will disappoint some people within the community but we’re sure you will agree that action is required. We also understand that this will cause disruption to those directly affected.
”The legal process is taking longer than we expected but we will be writing to all residents again next month. Those directly affected by the proposals will be invited to a one-to-one meeting to understand their individual circumstances and requirements. We are already talking to residents, businesses and community groups and our Enquiry Line is always open. The Partnership, in its letter, also expressed its aims for residents directly affected – that those who want to stay on the estate will be able to do so; those who do not, will be offered re-housing elsewhere in the borough; and existing owner-occupiers can remain in their community with their equity protected.
The Partnership understands that the residents are anxious to know what is going on and as soon as it can, it will involve them in the process. Their mission is to improve, to add value and to restore pride in Rowner.
